Cecil is a former railway worker on the Great Western Railway. He would retire to become part of the Civil Defense in WW2. He is also the barkeep at Tidmouth Pub.

Appearance

Cecil is an extremely tall man with a soon-decaying skeletal stature. He has little body hair on his chest. He has a small gut due to trying to sober up from alchoholism. His fingers also appear to be skeletal.

His hair is dirty blonde with a slightly messy and greasy style with droopy sideburns. He has dark bags under his eyes, and has very short stubble. An overgrown fang peaks out from his upper lip, making him resemble a depressed and weary dog.

Cecil wears a dirty cyan button up shirt with a dark olive green bow tie with an extremely dark grey blue pair of trousers and brown loafers.

During World War Two, Cecil wore a navy blue military uniform that belonged to the Civil Defense. He also wore a metal olive green helmet with a white letter R meaning the Rescue division of the Defense.

Biography

Cecil Fulford was born December 15th, 1898. He was meant to be due on Christmas Day, but his mother decided to go in labor early so she won't run the risk of either her or him dying during birth. Another reason was not to have Cecil feel left out celebrating his birthday on the same day of peace on Earth and goodwill toward all people. Cecil never knew about that fact until he was about twelve years when cleaning up the Fulford household by collecting old artifacts of the family.

Years later, Cecil would apply for a job working on a railway that ran along the county of Devon, which was the Great Western Railway. The engine he would drive was a GWR Hall Class engine, which pulled Main Line coaches and occasionally pulled cargo whenever coaches were not available. One day in 1935, he would meet a young Duck and they had been good co-workers since then.

Cecil's life changed drastically as he first heard the news about the Nazis invading Poland, causing the Second World War. At first, Cecil was positive as he first signed up to work for the Civil Defense. Some in the Defense searched for enemy planes, some fought the blazing fires in the night, but Cecil was in the section where they would search and rescue those who were trapped and injured in the piles of rubble. However, with each passing task to rescue people in the rubble of the Blitz and other air attacks, Cecil would find more dead bodies than living. It then soon became more difficult for Cecil to remain positive about the war effort. Because of this, he would be driven to drink to cope with his new depressed feelings.

In 1958, Cecil would have a new job as a barkeep at Tidmouth. At first, he was a poor barkeep because his alcoholism taking advantage to drinking nearly all of the drinks available in the pub. Duck noticed that Cecil was not feeling right after the war, and promised him that he will find help for his scarred friend as soon as possible. Eventually, Duck finds Cecil a psychiatric clinic where he would meet there every two weeks.

Personality

Cecil used to be happy in his early life, and was friendly with everyone at Paddington. That includes incoming passengers, coworkers like Duck, and his boss. However after the war, he suffers greatly from depression and PTSD. He is often grumpy, sad, and apathetic to everyone around him. He can be gruff and sarcastic, and he has the tendency to lash out at people.

Sometimes, Cecil complains about his addiction to drinking, and its usually when he's open to his friends such as Duck. He is open about his addiction to his doctor at the clinic.
